General Information
- The registration of a vehicle in no way guarantees that a parking space convenient for the individual will be provided. The responsibility for finding a legal parking space rests with the vehicle operator. Inability to locate a legal parking space is not an acceptable excuse for violation of these regulations!
- The University shall assume no responsibility for the safety, care, or protection of any vehicle parked or operated on campus.
- Vehicles shall be operated in a prudent and careful manner at all times. The speed limit on campus streets is 20 m.p.h. All parking lots are 5 m.p.h.
- Pedestrians shall be given the right of way at all times.
- Motor vehicles include but are not limited to any form of transportation that makes use of a motor, motorcycles and motorbikes are included in this category. Motorized wheel chairs are an exception.
General Regulations
- Each member of the University community (faculty, staff, or student) who operates a licensed vehicle on campus is required to register that vehicle, once per academic year, with the Department of Safety and Security located in the Hammons Center
- The initial cost for a student permit is $40.00 per academic year.
- The cost for obtaining an additional permit is $20.00.
- A lost or stolen permit must be reported to the Department of Safety and Security immediately. The full price of the permit ($40) will be charged for a replacement permit. Therefore, students are strongly encouraged to lock and secure their vehicles at all times. The use of stolen, lost, or falsely obtained permits will result in a $50 fine and loss of driving privileges on campus.
- It is the personal responsibility of the University community (faculty, staff, or student) to notify the Department of Safety and Security of any corrections that need to be made concerning vehicles registered in their name. Permits are the responsibility of the registrant and must be removed prior to the sale of a vehicle or the termination of a student's enrollment at the University. Permits are non-transferable to any other person. Fines will be posted to whomever the vehicle was last registered to whether that person owns the vehicle or not.
- Students are extended the privilege of operating a vehicle on campus. If a person chooses not to operate their vehicle in a safe and proper way, the privilege may be suspended or revoked.
- Any student using abusive, argumentative or threatening language toward any safety and security officer who is performing his/her duties in accordance with these regulations will be referred to the Office of Student Life for disciplinary action.
Enforcement of Regulations
- All motor vehicle regulations are subject to enforcement 24 hours per day, 365 days per year.
- Any special arrangements for parking are to be made in advance with the Department of Safety and Security.
Parking Lot Restrictions
- Resident hall lots are open to all permits from 6 a.m. to 2 a.m. each day. Resident hall lots are reserved for residents between 2 a.m. and 6 a.m.
- All faculty / staff and commuter lots are reserved from 6 a.m. to 5 p.m. Monday through Friday. Note: Commuter permits are required to park in the Mabee Chapel (Commuter) parking lot.
- Maintenance, Resident Director, and Nurse parking spaces are reserved 24 hours per day, 7 days per week, and are strictly enforced.
- Visitor parking is provided in various lots and should only be used by visitors of SBU. These parking spaces do require a visitor's permit. Visitors should register their vehicles with the Department of Safety and Security, located in the Hammons Center, and display the SBU visitor permit as instructed.
Permits
- All vehicles operated or parked on University property must display a current SBU parking permit.
- Temporary permits will be issued to regular permit holders, visitors, or guests when special conditions require the operation of a non-registered vehicle on campus. Temporary permits may be obtained in the Hammons Center.
- Parking permits may be revoked or suspended by the duly constituted authority of the University for violation of these regulations.
- Making application for a parking permit will imply understanding of these regulations.
Violations
The following will lead to the issuance of a violation ticket and may lead to the removal of a vehicle and the loss of driving privileges on campus:
Permit and Miscellaneous Violations
- Operation or parking of a vehicle on University property, without the proper registration permit displayed.
- Failure to properly display current permit in vehicle's rear window on the driver's side. Note: Permit may be displayed in the front driver's side windshield if the vehicle has tinted windows.
- Mutilation or discarding of a ticket.
Parking Violations
- Parking in restricted lots such as: Mabee Chapel (Commuter Lot), Taylor, Jim Mellers Center, etc. between 6 a.m. and 5 p.m.
- Parking in restricted spaces such as Maintenance, Housekeeper, Resident Director, Nurse, and Faculty/Staff.
- Parking in fire lanes, traffic right of ways, pedestrian crosswalks, sidewalks, or other service vehicle areas.
- Parking in grassy or unmarked areas.
- Double parking, utilizing more than one parking space, blocking another vehicle.
- Parking in a handicapped parking space without proper state issued handicap identification will result in a $50 fine and possible removal of vehicle. SBU and local law enforcement strictly enforce this violation.
Moving Violations
- Reckless and imprudent driving, speeding on campus, or running stop signs.
- Moving barricades; going beyond the limits of barricades.
- Operating a vehicle on areas other than streets or roadways.
Fines
Fines may be paid at the office of accounting in the Sells Administrative Center. The fine amounts are listed below.- Each ticketed offense...$25.00
- Handicap parking violation...$50.00
- The use of stolen, lost, or falsely obtained hang tag...$50.00
Appeals
If a student feels that a protest against a fine is justified, a written appeal with a full explanation for an exception to the fine may be submitted to the Department of Safety and Security at the Hammons Building. All appeals must be made within five (5) working days following the ticketed offense. If an appeal is not made the violator's account will be charged the appropriate fine.All ticket appeals are reviewed by the Student Appeals Committee. Ruling of this committee is final and no further appeals will be accepted.
Classes of Permits
Student vehicles will be registered as Campus (red) or Commuter (green). Any student who does not register his/her vehicle may have their parking privileges taken away for the remainder of the semester.Bicycle Regulations
Bicycles improperly parked for a period of 24 hours may be impounded. Bicycles parked legally at an academic building for a continuous period of 2 weeks will be considered abandoned and impounded. Note: Locking devices may be cut and removed as necessary during impounding. Impounded bicycles may be claimed and released for a fine of $10.00. Bicycles not claimed by September 1 of each year will be disposed of.- There are to be no wheeled vehicles in the academic buildings. This includes skateboards, roller skates, roller blades, unicycles, and bicycles.
- Bicycles shall yield the right of way to pedestrians at all times.
- Bicycles are to be parked in or immediately adjacent to the bicycle racks provided. Bikes are not to be parked in grass, sidewalks, and academic buildings. Bikes may be stored in a dorm room.
- Bicycles may not be secured to any property other than designated bicycle racks.
